ROYAL DECREE
EXPOSITION
SIR: As it has been proven by recent and sad events, the lack of surveillance in houses inhabited by several families constitutes a real danger for the neighborhoods of large cities. Even though in the capital of the Kingdom one will hardly find an apartment building without a doorman, it is true that in other cities there is no such cautious practice in place. This situation means that, in lobbies and stairways without surveillance, it is easy to commit the most despicable and dangerous crimes. So, in order to avoid them as much as possible, His Majesty's Government has decided to formulate enforceable rules, first in Madrid and Barcelona, and afterwards in other cities, for the security of the aforementioned houses. Based on the reasons given, the undersigned Minister has the honor to submit to the approval of Your Majesty the following draft decree.
Article 1. In all the apartment buildings there will necessarily be a doorman in charge of the security of the building and to prevent the commission of crimes against the property and the inhabitants of the estate. The doormen will be freely appointed by the owners. Hereafter, appointments must necessarily be made of persons of good conduct who lack a criminal record and have not suffered corrections for faults against property, nor are repeat offenders in offenses against people or public order. Nor may women be appointed to said role. However, cohabiting sons or nephews by blood of a widow may be appointed as her representatives, having been proved to be eighteen years of age or above.
